A lifetime ago, my training department colleagues and I were satisfied with training data. We cranked out the requested ILT programs plus the "flavor of the year" content, we kept a busy training schedule, and made sure the coffee was always the right temperature. Introduction: The National Science Foundation (NSF) plays a pivotal role in advancing research and education in the domains of science and engineering by providing funding through grants and cooperative agreements. This specific grant aligns with our long-term purpose of developing technological leaders.

Purpose: The Research on Innovative Technologies for Enhanced Learning (RITEL) program is dedicated to supporting early-stage research in emerging technologies that address the specific needs of real-world educational environments. It prioritizes innovative technologies like artificial intelligence, robotics, and immersive tech to improve teaching and learning.

Scope: RITEL's scope is extensive, encompassing teaching and learning in STEM fields and foundational areas that support STEM education. This includes self-regulation, literacy, communication, collaboration, creativity, and socio-emotional skills. It welcomes research across various learning contexts and for diverse learner populations, striving for inclusivity and cost-effective solutions for under-resourced educational institutions.

Intended Audience: The Research on Innovative Technologies for Enhanced Learning (RITEL) program aims to support early-stage research in emerging technologies for teaching and learning, particularly in real-world educational settings. Its audience includes researchers, educational institutions, technology developers, educators, grant seekers, policy makers, and interdisciplinary experts interested in improving education through innovative technologies. Our long term goal does include technology literacy for leaders. GLN believes that Learning Leaders must be technology literate and will benefit from collaborating with technology leaders to assure that everyone learns well - with the leaders setting the best example of how to lead!

Regarding the forwarded email, creating a competitive proposal can be conducted using Poe.com, the bot I use in particular is Llama-2-70b & then I cross check the provided values using reputable sources. I've used it for RFPs for government contracts using an amalgamation of information I feed the AI from high-level sources, prompting competitive pricing psychology, & other factors, making sure to have it emphasize the key points that define its potential appeal.

Thanks for sharing and discussing the National Science Foundation (NSF) grant. Based on our discusions, I'm posting this information regarding the Bayh-Dole Act of 1980 for the groups considerations. Hope it's useful. 

Who Own the Intellectual Property of Research Funded by the U.S. Government

In the United States, ownership of the intellectual property, specifically patents, resulting from government funded research vests in the party (small business, university, or non-profit) that performs the research so long as the researcher meets certain requirements of the University and Small Business Patent Procedures Act, also known as the Bayh-Dole Act (Title 35 U.S.C. §200 - 212; 37 C.F.R. 401).

The Bayh-Dole Act became law in 1980 and chiefly reversed the default intellectual property ownership of government funded research from the funding agency to the researcher. The researcher must meet a number of requirements in order to retain title to the intellectual property:

  1. Report each invention arising out of the research to the funding agency
    2. File a patent application to the invention, disclosing to the US Patent Office that the invention was made using government funding
    3. Grant a worldwide, non-exclusive, non-transferable, irrevocable, paid-up license to practice or have practiced to the Federal Government
    4. Actively promote and seek to commercialize the invention
    5. Give preference to US industry and small business when seeking to commercialize the invention
    6. Share royalties with the inventor and use any funds remaining to fund research
    7. Generally, the researcher may not assign its rights in the technology to another.

The story does not end there, however, because Bayh-Dole gives the governmental agency certain "march in rights," that enable the agency to effectively disregard the title of the patent awarded to the researcher and grant additional licenses in the technology to other "reasonable applicants." This right can only be exercised if the agency determines, that one of the following criteria is met: (i) the contractor failed to take "effective steps to achieve practical application of the subject invention"; (ii) failed to satisfy "health and safety needs" of consumers; (iii) failed to meet requirements for public use specified by Federal regulations, or; (iv) failed to obtain, or fulfill its obligations under an agreement required give preference to US industry. In practice, however, exercise by a governmental entity of these march in rights is seldom done.

Woah! Thanks for sharing that Nathan, sounds like a major determinant on what approach to take. 
I'm still unaware of the idea that is in mind for this project but from the meeting I understand it has be in the STEM field, & Pete wanted it to impact disadvantaged children if I'm not mistaken.

I'd like to throw an idea out there if one hasn't been presented yet. 

The idea: An open-source VR learning application similar to Virtual Speech comprised of MOOCs & curated courses by industry professionals. It being a software created for Oculus & other VR headsets which can be bought as part of the program using grant funds & placed in community centers where disadvantaged children are, giving free access to the technology & platform to develop desirable skillsets in an interactive way, expand on their creativity, etc. The program can also be licensed out in partnership to co-working spaces as a member inclusive perk to upskill members. Besides myself, I believe Michelle & Eric are also heavy into the VR interactive experience space, Eric working with educators & Michelle working with the workforce. I think TAG would be well put for involvement, especially providing this as a member perk to upskill workers & providing course certifications for completion of certain courses as endorsement of their ability to perform. 

I also think Riipen as a platform would be perfect to help build this, they already have an experience where students are looking to build some sort of technology or application. Considering they're active learners, I think putting it in their hands to help determine what a platform for an amazing learning experience would be like in VR would create genuine interest & involvement. I'm sure it would spark interest from universities as well to use something of the sort. 

I'd love to hear any thoughts or better ideas that have arisen so I can better understand how I may fit in this, if at all. 

Keep this kind of thinking alive. We do not have to be limited to one project nor is this the only source of funding.
